Early Intervention and Referral Program for Victims of Trafficking in the Greater Houston Bay Area and Adjoining Coastal Region

 
A 2024 US$108,000 Rotary Foundation Global Grant #GG 2352037 for an “Early Intervention and Referral Program for Victims of Child Sex Trafficking in the Greater Houston Area and Adjoining Coastal Region" with Unbound Now Houston. 
 
A comprehensive set of documents (Project Worksheet, signed MOU, Sustainability Plan, Personnel Job Descriptions, etc.) were prepared and submitted by Unbound Now Houston to Rotary leaders in Districts 5890, 5910, and The Rotary Foundation in early 2024.  This project was approved by The Rotary Foundation in the Spring of 2024 and went live in July 2024.  The recipient of this grant revenue ($108,000) is our local partner Unbound Now - Houston.
 
Unbound Now Houston has a proven track record in Child Sex Trafficking awareness, prevention, victim advocacy, et. al., in Texas.  This new grant project will provide an enhanced opportunity for greater Rotary club/member involvement.

Project BACKGROUND

The region in and around District 5890 has observed a persistent rise in the caseloads of child sex-trafficking advocacy services since January 2020.  Up to now, local agencies have assisted approximately 400 survivors, and each year, the number of unique individuals seeking these services increases. This growing demand underscores the critical need for the expansion of advocacy services and highlights the potential for early intervention in populations at higher risk, with the goal to prevent human trafficking before it starts.
 
Human trafficking is an exploitative crime that manipulates and deceives to gain control over victims. Particularly vulnerable are youths facing poverty, homelessness, foster care interaction, and histories of abuse—prime targets for traffickers. Notably, Galveston and Harris counties, areas that need focused attention, report poverty rates of 13.9% and 16.8% respectively, surpassing the national average of 13.1%. These statistics are even more alarming considering that the largest demographic living below the poverty line includes females aged 25-44 and children aged 6-11. These regions' proximity to Houston, a city with one of the highest volumes of calls to the National Human Trafficking Hotline, underscores the urgency of this mission and Rotary's involvement.
 
The Bay Area, comprising Galveston, Brazoria, and Harris counties, showcases a mix of urban, suburban, and rural areas, creating a breeding ground for traffickers who exploit the anonymity of online platforms to target vulnerable youths. The area's infrastructure supports a transient and mobile trafficking operation, with victims easily moved to high-demand locations such as sporting events, hotels, and industrial camps.
 
The unique socio-economic and demographic factors of these counties, combined with their geographic characteristics, create a pressing need for Rotary's involvement - to expand advocacy and proactive intervention, and protect and empower at-risk communities from human trafficking.

SOLUTION

Rotary Clubs across the US (Districts 5890, 5910, and 5930), Paraguay (District 4845) and Korea (District 3640) combined their efforts to supervise and subsidize GG 2352037, entitled ""Early Intervention and Referral Program for Victims of Trafficking in the Greater Houston Bay Area and Adjoining Coastal Region".  This grant calls for the oversight and incremental distribution of $108,000 to a partner organization, Unbound Now - Houston, who is most experienced in rolling out and conducting early intervention and providing sustaining advocacy services.  Their activities associated with this grant includes the following:
1.    24-Hour Crisis Response: We will maintain a continuous crisis response service, providing immediate support and intervention for trafficking victims.
2.    Training for Collaborative Agencies: Essential training will be delivered to partner agencies to enhance their capabilities in identifying and responding to human trafficking situations effectively.
3.    Youth Screenings: Proactive screenings will be conducted for youth to identify those at risk of trafficking, ensuring early intervention.
4.    Specialized Advocacy Services: This includes comprehensive case management and connection to wrap-around services such as trauma counseling, integrative health education, and safety planning for clients from all involved counties.
5.    Early Intervention Services: These services target youth identified as at-risk or showing signs of potential trafficking involvement. We will provide tailored prevention education and advocacy to those flagged by screening tools as “possible concern” for trafficking.
6.    Awareness and Outreach: Continual use of our 24/7 hotline will be promoted through brochures, care coordination protocols, and during awareness events and trainings for new partners. These trainings will be arranged and printing and distribution of materials managed by Unbound Now Houston’s Survivor Advocacy Program Support Specialist and Administrative Coordinator.
7.    Partnership and Community Engagement: Existing relationships with local partners will be leveraged to enhance service delivery. The Executive Director will establish and steward these relationships and facilitate training to increase identification of trafficking victims.
8.    Educational Workshops: The Director of Early Intervention Programs will organize at least three integrative education transition classes, which will also facilitate access to community resources and wrap-around services.
This project aims to expand and adapt these services to meet the growing needs of the community, ensuring that both immediate and long-term needs of trafficking victims and at-risk individuals are addressed comprehensively.  It also will incorporate collaboration with a robust network of multidisciplinary partners to provide comprehensive care coordination for victims of human trafficking in the region. These collaborative efforts span three counties and 12 specialized agencies, contributing to a holistic response to human trafficking.
 

SUCCESS MEASUREMENTS

During the 10 month grant period, Unbound Now will achieve the following milestones:
 
            Advocacy Services for Survivors:
Metric: Number of hotline calls received across the affected counties and the number of survivors served through ongoing support and case management by Unbound Now advocates.
Measurement Outcome: Survivors receive immediate, effective support which transitions into longer-term case management where they are able to access needed services and achieve functional independence, health, and wellness, enhancing quality of life for them and their families before, during, and after the grant period.
Trafficking Prevention Education:
Metric: Number of youth attending Unbound Now’s trafficking prevention classes and number of prevention trainings delivered.
Measurement Outcome: Youth across multiple school districts and youth programs receive critical prevention education, empowering them to stay safe from trafficking and exploitation before, during, and after the grant period. Overall, there is a broadened reach of trafficking awareness.
Early Intervention Services:
Metric: Number of youth receiving Unbound Now’s early intervention services
Measurement Outcome: Enhanced safety, emotional support, and access to resources for at-risk youth, reducing vulnerability to exploitation before, during, and after the grant period.
These metrics were chosen using the SMART model to ensure they are Specific, Measurable, Attainable, Realistic, and Time-bound. Regular data collection and analysis will support ongoing assessment and refinement of this strategy, ensuring meaningful, lasting impact in the fight against human trafficking before, during, and after the grant period is achieved.

RESULTS TO DATE

 
With over half the grant's implementation schedule already executed, the results have been most encouraging;
 
  1. 3,962 individuals have been trained in Child Sex-Trafficking Awareness over the course of 28 training sessions
  2. 38 Prevention Education Sessions have been conducted, with 148 Youth having participated in these
  3. 16 Youth were deemed needing, and receiving, Early Intervention Services
  4. 4 Youth determined to have been victims and referred to Survivor Advocacy Services.
  5. Received 293 calls to the a 24/7 Phone Hotline - 211 survivors were served (via these calls)
  6. New teaching/reading/writing materials have either been authored or purchased to complement and/or support the above services (education, prevention, survivor attention).
With the impact this Global Grant is having in the designated region, plans are underway to try and expand the reach across these neighboring counties by a factor of 2 or 3, through a follow-on GG in RY 2025-2026.
